Continued success of Colorado Professional Resources (CPR) can be summed up in its good fortune to maintain a dedicated team of professionals, engineers and technicians. CPR’s professional staff has participated in some of the Nation’s most critical programs supporting national security. CPR’s core engineers have been a contracting team well into its second decade, providing professional services in defense related projects, primarily to Air Force Space Command. In fact, many of these individuals performed as team members in their former distinguished military careers. CPR’s management staff averages over three decades of U.S. Government contracting experience and has been a unit based in Colorado Springs for over 20 years. With its experienced management team and a cadre of engineering professionals CPR has provided a wide range of engineering research, development, and training expertise primarily for the Department of Defense (DoD). Over the past two decades the CPR’s engineering team has supported the Nation’s satellite communication systems and missile defense systems through advanced engineering and technology transfer expertise. More recently the team has performed as a prime contractor in the research, development, improvement, and validation of new technology to mitigate environmental impacts in space systems.
One of CPR’s Senior Systems Engineer with CPR brings over 40 years experience in USAF and Joint communications to include systems management, requirements, operations plans, installation engineering, performance evaluation, operations, maintenance, and executive support of satellite communications (SATCOM). This lead engineer has supported technical and operational evaluations of all protected SATCOM requirements. He has participated in evaluation of requirements for every resource apportionment conducted since the advent of Extremely High Frequency (EHF) SATCOM. He has been a key contributor to every version of the Chairman of the Joint Chiefs of Staff document on Satellite Communications.
Another CPR Senior Systems Engineer has been on the leading edge of each protected SATCOM system development. He created and held the position of the Milstar System Operational Manager in Air Force Space Command. For over 25 years this individual has been a Program Manager, Senior Project Leader, Staff Principle Engineer, and/or Senior Systems Analyst on such programs as the $17 billion Milstar SATCOM system, the Cheyenne Mountain Upgrade program, and a NATO-wide tactical communications system linking mobile radar and command posts. He is versed in C4I requirements analysis, architectures, systems planning and acquisition, tactical and strategic communications. His wide range of operational and technical expertise gives him an ability to communicate between diverse groups and to translate technical, military, and management jargon into coherent, understandable English – no small feat.

Colorado Professional Resources, LLC (CPR) was formed by the Chitimacha Tribe of Louisiana to provide professional services in support of Department of Defense Agencies. CPR’s service offerings focus primarily on satellite systems engineering and training, but also offer a substantial experience base on several services in support of our Nation’s defense. CPR is a wholly-owned subsidiary of Keta Group, LLC. CPR and Keta are 100% owned by the Chitimacha Tribe of Louisiana. The Chitimacha Tribe is a federally recognized Native American Tribe. CPR’s application for certification as a Tribally-owned Small Disadvantaged Business and 8(a) company is being processed by the Small Business Administration.
CPR’s SATCOM Program Manager offers 25 years in satellite and terrestrial communications systems management. He has extensive experience in tactical and strategic communications. He has developed requirements documents, operations concepts, and various policies and procedures for implementation and control of SATCOM systems. This esteemed leader served as Program Manager in both prime and subcontractor roles, effectively managing and supporting diverse teams of large and small companies. Every project he has worked has been successfully completed within the established budget and time constraints.
CPR’s management staff includes a project manager currently leading the contracting support for the Air Force’s R&D program to develop, improve, and validate new technology to mitigate environmental impacts on Department of Defense weapon systems. This individual brings over 40 years of experience with Air Force operations managing simulation training systems and providing satellite command and control simulations (CTE) to the 50th Space Wing at Schriever AFB. This individual’s superior management skills has allowed him to lead CPR’s participation on new ground control systems used as an element of the Air Force Satellite Control network (AFSCN).
